The present invention relates to a fermentation accelerator using organic and inorganic recycled resources. More particularly, the present invention relates to a raw material and a method for manufacturing a fermentation accelerator which replaces materials used to treat food waste and livestock waste such as sawdust, chaff, coconut peat, and the like, to adjust the moisture content by using organic/inorganic recycled resources such as coal ash generated during a thermal power generation process, sludge generated during a manufacturing process of paper, and the like. Also, the fermentation accelerator shortens a duration of fermentation, and increases a reduction ratio of waste by fermentation.
