Now international tender in the field of mechanical and electrical products has been adopting price-centered tender evaluation methods. It can not fully meet requirements from tenderees on bidders,nor can it help tenderees improve their import profits. Use of value analysis restructures index system that takes price,quality of products,business powers,service levels and strengths of manufacturers as rules. It further specifies evaluation criteria of each index and puts forward a full set of evaluation criteria for every unit of bidding value,which improves the functions of evaluation methods.
